This guy is a real piece of work. Constantly spamming insults in chat, always goes demo and puts stickies outside of spawn room, and very frequently has votekick and votebans against him (the vote just never gets high enough to actually do the deed). I believe Drac said this may fall under trolling. Here are multiple screen shots of his actions in chat. This is just from about 20 minutes of one game, he's like this every time he's on.
