This user, Chew Kok, is visibly ping masking on Harvest.
Due to odd situational reasons, I cannot ban him myself as an admin because I havent been set up by a community manager.

Ping masking is not against MOTD rules. You as an admin are only there to uphold our MOTD rules and that is it. I hate to say this and not to sound rude, but i'm kind of glad you haven't been setup yet due to not been going over how to use admin in a correct manner and what to upheld correctly.
