Detailed Explanation with Screenshots/Demos::

I was called to Turbine for a hacker. While there were a couple questionable shots, I wasn't convinced that he was hacking while sniping, but possibly it was a low-key aimbot. He switched to heavy and turned on a spin. Judging from his movement and firing, it looked more like a scripted spin than a spinhack with aimbot. I wasn't sure, though, so I issued a day ban that can be reversed if need be.

That is definitely a low-key toggled aimbot as you can see the scope twitching just slightly. Also that is a true spinbot not scripted, how you can tell the difference is the other would be cl_yawspeed which when using yawspeed it's hard to control where you're walking while using it. So if you see someone standing still an such then yeah I would say yaw speed, but if they're running around normal while spinning then most likely some sort of spinbot cheat.
