This did not happen on Dustbowl. It happened on Lazytown, but it looks like we haven't added Lazytown to the list of servers in the player report form.

This player joined Lazytown after I posted an event on our Steam groups. I sat in spectator mode for a little while after posting the event, although I was not paying a great deal of attention most of the time. He was playing sniper. I noticed in chat that someone said he was doing exceptionally well, so I decided to take a quick look. I considered the possibility that he might be using a triggerbot--there were a couple of somewhat questionable shots--but I wasn't convinced that he was hacking. I didn't record a demo, and I stopped paying attention to him.

Just now I was looking through the server stats to see who was leading in the contest. I noticed something odd when I scrolled by this player's name: the Weapon Accuracy was 100%. So I took a closer look, and it turns out he hasn't set up his Steam Community profile and he received a VAC ban today. I guess I made a bad judgment call earlier.​

 

His account is very suspicious. First of all it is not setup (The SteamID isn't) which makes me guess it is a new account. He probably got VAC banned before too (Meaning this is an alt account). I support a Perma-Ban.

I have also added his IP to the ban as when I've done an IP check he has several accounts showing up.
