    Yup, I heard about this a week or so ago. Lirik the streamer I watch had bought a game and played it for 20 minutes and thought it was horrible. He asked for refund and within 2 hours they accepted it. Full payment refund, however they gave it to him in steam wallet money and not a refund to his credit card he used. Not that big of a deal though!

    Of course they only give it to you in steam wallet, they aren't loosing any money that way. I personally like the idea though.

    If the item is charged to a credit card you do have recourse should you change your mind about a purchase. This might have been done to counter that as Steam does not give anything away to be a good guy. They would do this to protect themselves against chargebacks hoping a player would accept this instead.
